Mitigation Bank Project

The Chesapeake Shore Mitigation Bank is located near Cape Charles, Virginia. The bank is approximately 298 acres and located along Old Plantation Creek, which feeds directly into the Chesapeake Bay. Chesapeake Shore Mitigation Bank, providing fully-approved compensatory mitigation credits for offset of unavoidable impacts to aquatic resources in the Pocomoke-Western Lower Delmarva watershed. These vital offsets replacing in-perpetuity the ecological functions and services related to permitted impacts within the Bank’s Geographic Service Area (GSA) under Section 404 of the Clean Water Act and Section 10 of the Rivers and Harbors Act.

Where Is Chesapeake Shore Project Located?

Located along Old Plantation Creek, with a service area that includes all or portions of Accomack, Northumberland, Lancaster, Middlesex, Mathew, Gloucester, King and Queen, Poquoson City, York, Newport News, and Virginia Beach Counties.

The restored project site will be protected in perpetuity to forever contribute to the ecological integrity of this beautiful and historic region of southeast Virginia.

The restoration of the site addresses wetland function and connectivity, wetland shore instability, as well as hydrologic connectivity, and improved vegetative diversity in hydric and upland buffers.

Improvements to existing wetlands and buffers will enhance and protect improved wildlife habitats. Wetland buffer improvements include the replanting of wide, native, woody and herbaceous vegetation.  Non-native species management in these areas is ongoing.


Mitigation credits are considered a priority by regulatory authorities in Virginia and the Norfolk (USACE) District for   providing cost-effective and timely offset for unavoidable impacts to wetlands and other waters.

Mitigation banks transfer the liability of ecological loss from the developer (also called permittee) to the mitigation bank which takes responsibility for developing, building, maintaining and monitoring the mitigation site used for permanent offset of the impact permitted.

What Is Mitigation Banking?

Mitigation banking is a system of credits devised to ensure that ecological loss, especially loss to wetlands and streams resulting from various development works, is compensated by the preservation and restoration of wetlands, natural habitats, and streams in other areas so that there is no net loss to the environment.
